Try to run the following command to exclude the GC in parent domain:

Set-ExchangeServer -identity <Exchange Server Name> -StaticExcludedDomainControllers:<FQDN of the problematic GC>

tried but still not working. now ms support pointing to an exhange AD which will be decomission.
recommend use to run Metaclean on the AD. i find this rediculious, since the AD is reachable and
replication still working.
